The First Lord of the Admiralty has reposed special trust and confidence in the patriotism, valor, fidelity, and professional excellence of Ensign Bruno Vieira Barbosa Carneiro. In view of these qualities, completion of all requirements for advancement, and his demonstrated leadership potential and dedicated service to the Royal Manticoran Navy aboard HMS Duke of Cromarty, he is therefore promoted to the rank of LIEUTENANT JUNIOR GRADE with a date of rank of 3 October in the year 306 After Landing.
