By the authority of the Fifth Space Lord and the Officer Two Promotion Board, I am able to announce the following:
In recognition of long-running outstanding service to HMS Testudo, Third Fleet, and the Royal Manticoran Navy in general, Darryl Hobbs is promoted to the rank of CAPTAIN JUNIOR GRADE with an effective date of 1 December 2018.
My heartiest congratulations, Captain! By all reports I've received, this promotion is long overdue. I trust that the crew of Testudo will see that you are appropriately wetted down...
