Petty Officer 2nd Class Jessica Willow Barnhill (RMN-4419-17) is hereby appointed to the position of Isaiah Mackenzie Naval Academy Technical Specialties College Chief of Staff and promoted to Lieutenant Senior Grade (O-3). Lieutenant SG Barnhill, you are hereby ordered to report to your new position to assume your duties.
