C-23 was formerly a civilian paygrade used for the Home Secretary as branch head of the Civilian Corps. C-23 was the equivalent to the RMN rank of F-6 within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.
Admiralty Order 2307-01 eliminated the C-23 paygrade and made C-22 the equivalent of F-6.
