As of the date of this Order, by my hand, and by the authority of and acting as proxy for the Sovereign, Queen of Manticore Elizabeth III, I hereby appoint Captain Senior Grade Elisa Randall, KCE, KR, Baroness New Cumbria, to the role of Envoy Extraordinary and Plenipotentiary to HMS Phantom Group – BATCRURON 39, an Independent Czech based Honor Harrington Fan Association. Her responsibility will acting as an ambassador and liaison between The Royal Manticoran Navy and HMS Phantom Group – BATCRURON 39.
In this position, Envoy New Cumbria will report to the First Lord of the Admiralty as the head of the Civilians within The Royal Manticoran Navy.
This Officer is to be treated with the honours and respect afforded a position in the Diplomatic Corps.
