As the organization grows, and people are needed to fill posts, the First Lord of the Admiralty, with approval of the Commandant of the Royal Manticoran Marine Corps and Commandant of the Royal Manticoran Army may promote Officers to their Billet Ranks and issue a Peerage Award if the position would be deserving of one.

To: All Officers and Enlisted in the Royal Manticoran Navy, Marine Corps and Army
From: Admiral of the Fleet, Lord Martin A. Lessem, JD, First Lord of the Admiralty, Duke of New Scania
Re: Initial Rank and Peerage Awards (Admiralty Order 0801-09)

As the organization grows, and people are needed to fill posts, the First Lord of the Admiralty, with approval of the Commandant of the Royal Manticoran Marine Corps and Commandant of the Royal Manticoran Army may promote Officers to their Billet Ranks and issue a Peerage Award if the position would be deserving of one.
