BuPlan Directive 2004-03 was issued on 19 April 2020 under the authority of the Second Space Lord. This directive appoints a new Chief of Staff for the Bureau of Planning.

Re:	Appointment of Chief of Staff, Bureau of Planning

BGEN Rickard,

You are hereby directed to assume the position of Chief of Staff for the Bureau of Planning with all the rights and responsibilities of that role. You are therefore directed to report to the office of the Second Space Lord to take up your new duties with all due care and diligence. Fail not in this charge at your peril.
