BuTrain Order 068-21 was issued on 22 September, 2021 by the Acting Commandant, Saganami Island Technical Specialties College. It appointed the Missile Instructor for the Saganami Island Academy's Technical Specialties College.

Spacer 2nd Class Blake Filkins (RMN-6220-20) of HMS Victorious is hereby appointed to the position of Missile Instructor, Saganami Island Technical Specialties College. In conjunction with this posting, Spacer Filkins is promoted to Petty Officer 2nd Class effective 22 September 2021, with all the rights and privileges appertaining thereto.
Petty Officer Filkins is ordered to immeidately report to Captain (SG) Zachary McCauley, Co-Chair of the Tactical Department, to assume his duty station.
