By my hand, and by the authority of the Sovereign, Queen of Manticore, Elizabeth III, I hereby make the following appointment:
Captain (Junior Grade) Garrett Bitker (RMN-1907-14) is appointed to the position of Commandant of the Astro-Control Academy and is promoted to the rank of Captain of the List (O-6B).
Captain Bitker, you are hereby ordered to report, post haste, to the Astro-Control Academy to assume Command as Commandant of said Academy and to oversee the creation and administration of the Royal Manticoran Astro-Control Service courses and the recruitment and retention of the faculty and staff necessary to administer these courses.
