As of the date of this order by my hand, and the authority vested in me, by the Crown of Manticore and the Sword of Grayson. For services to the ship, civilian training bureaus, Her Majesty’s House of Commons and for passing selection by a board of his peers I hereby promote the following:
Lieutenant Junior Grade Sir Phillip Culmer KDE, MC, QBM, RMN is hereby promoted to Lieutenant Senior Grade
