BuShips Directive 1309-03 was issued 5 September 2013 under the authority of the Third Space Lord. It commissions HMS Havoc.

My fellow Manticorans,

Effective as of 0001 Hours (EST) on September 15, 2013, it is my pleasure to announce the commissioning of HMS Havoc, DD-01, under the command of Lt. Commander Jaeryn Spedden. This is a Havoc Class Destroyer and is assigned to the Sixth Fleet, based in Omaha, NE.

As of the date of Commissioning, the following personnel are assigned to HMS Havoc:

• Commander Jaeryn Spedden (assigned as CO of HMS Havoc)
• Lieutenant, s.g. Lee Kolb (assigned as XO of HMS Havoc)
• Chief Petty Officer Anna Crowson (assigned as Bosun of HMS Havoc)
• Spacer 3rd Class Andrew Kolb
• Spacer 3rd Class Crystal Spencer
• Spacer 3rd Class Chris Gaddie
• Spacer 3rd Class Steven Holdren
• Spacer 3rd Class Terry Muller

The following personnel are breveted in rank as indicated below:

• Lee Kolb to Lieutenant, s.g.
