To:	All Officers and Enlisted Personnel within the Royal Manticoran Navy.
From:	VADM McCovey Cove, D1SL
Re:	Flag Officer Billet Minimum Ranks (Naval Directive 22DE-01)

Attention:

The following directives shall affect all flag billets reporting directly to the First Space Lord of the Royal Manticoran Navy:

Directive 22DE-01.01: The minimum rank for the billet of the Deputy First Space Lord of the Royal Manticoran Navy shall be Admiral of the Red (F-4-A).
Directive 22DE-01.02: The minimum rank for the billet of the Chief of Staff to the First Space Lord shall be Commodore (F-1).
Directive 22DE-01.03: The minimum rank for the billet of a Space Lord shall be Vice Admiral of the Red (F-3-A).
Directive 22DE-01.04: The minimum rank for the billet of a Numbered Fleet Commanding Officer shall be Rear Admiral of the Red (F-2-A).
Directive 22DE-01.05: All other indirectly reporting flag officer billets shall be breveted to an appropriate minimum rank based on a number of factors that include, but are not limited to: Path, Title, Duties, and Responsibilities. The final arbiter of said brevets shall be the First Space Lord or a designated subordinate.
Directive 22DE-01.06: All flag officers presently serving within the aforementioned billets holding rank below the above minimum paygrade are hereby breveted to comply with the corresponding directive.

The above directives are issued with immediate effect.
