'Naval Directive 19MAR-04 was issued 29 Mar 2019 under the authority of the First Space Lord.

As of the 29th of March, Rear Admiral Michael Garcia, Baron McCovey Cove, is appointed to the position of Deputy First Space Lord, with all rights and responsibilities associated with that role. Due to the nature of the role, a promotion to Vice Admiral of the Red is authorized.
Vice Admiral McCovey Cove, report to the Office of the First Space Lord post haste where you will take up the duties required in service of the Queen of Manticore.
