Re: Award of Meritorious Service Medal (BuTrain Order 043-16)

Commander Robert Bob Gartner (RMN-0425-11) of HMS Invincible took over as the Impeller Instructor in the Naval Technical Specialties Center in April 2016. He quickly stepped into his role as instructor and looked for ways to encourage students to take the impeller exam. On his own initiative, he wanted to find students that had taken an impeller exam but had not completed their studies yet to see if they now meet the prerequisites. This involved finding the impeller students who had started but not completed their studies and then determining if they currently meet the prerequisites. After some manipulation of the exam grading spreadsheet he came up with a list of students that could take their next impeller exam. After discussing this with the TSC Commandant, he proceeded to spend considerable time and create the same list for each of the 31 other technical specialties. Commander Gartner’s initiative has already seen positive results in his area as 30 percent of the students eligible for his D exam have requested it. TSC will be implementing this contact across all specialties using Commander Gartner’s data and will be implementing a continuing policy of contacting such students. Commander Gartner’s willingness to think outside the box and find a way to get students to come back to TSC and to assist TSC as a whole, reflect credit upon himself and the Bureau of Training, and uphold the finest traditions of The Royal Manticoran Navy. Commander Robert Gartner is hereby awarded the Meritorious Service Medal.
