The Royal Council was formerly the governing board of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN).

With the adoption of TRMN's Bylaws in 2023, the Royal Council became the Steering Committee, referred to internally as the Grand Alliance Joint Chiefs of Staff,[1] under the Board of Directors.
