BuShips Directive 2308-01 was issued on 5 August 2023 under the authority of the Third Space Lord. This directive appoints a new Executive Officer and Bosun to RHNS Tourbillion (CL-3983).

Captain Gilfillan:
The following personnel have been assigned to your command, are hereby directed and required to proceed aboard RHNS Tourbillion (CL-3983), there to take upon themselves the duties and responsibilities below:
- ENS Breon Vonderheyde, RHN (RMN-5209-18), is assigned as Executive Officer.
- PO/1C Becki Rudeen, RHN (RMN-6007-19), is assigned as Bosun, relieving CPO Bobby McCclendon, RMN in service to the Republic.
Based upon the requirements of the service, the following brevets are approved:
- Ensign Breon Vonderheyde, RHN to LIEUTENANT COMMANDER, RHN
- Petty Officer First Class Becki Rudeen, RHN to CHIEF PETTY OFFICER, RHN
The above directive is effective on this date, 5 August 2023.
The Bureau of Ships wishes to express the deepest condolences to the crew of the RHNS Tourbillion, and the family of CDR Janet Julien, as she continues her voyage on HMS Valhalla.
The Bureau of Ships wishes to express appreciation and thanks to CPO McCclendon for his service as Bosun of the Tourbillion and wish him all success in his future endeavors.
