Army Directive 08-1301 was issued 13 August 2013 under the authority of the Marshal of the Army. It establishes the RMA's main HQ & holding unit for non-assigned Army personnel.

Re: King William’s Tower (Army Directive 08-1301)

Every Soldier of the Kingdom steps into their service to Kingdom and Crown through the front gates of King William’s Tower. Through those gates, these same soldiers deploy to assigned duty stations across the Kingdom in Ground Installations and Unit Formations. King William’s Tower is the Headquarters of the Royal Manticoran Army, and as such requires an assigned Unit Formation for security and public presence. Therefore as of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, I hereby set the following policies and procedures with regards to King William’s Tower;

Organization
There shall be organized a permanent standing Headquarters Company, 1st Battalion, 1st Royal Regiment of Foot. This unit designation shall apply only to Non-Assigned member. Members are still encouraged to establish Ground Installations in their Areas of Operations (AOs).

Command
The Marshal of the Royal Manticoran Army shall be the Officer, Commanding (OC) of the Headquarters Company. However an Executive Officer and First Sergeant shall be appointed for actual operational command. As the ranks of the RMA increase, the designated unit will upgrade appropriately, with the corresponding officer and senior NCO.

Executive Officer: The Executive Officer of the King William’s Tower Headquarters Company shall be appointed by and serve at the leisure of the Marshal of the Royal Manticoran Army and have a minimum rank of First Lieutenant. The Executive Officer of King William’s Tower Headquarters Company shall be considered the acting Officer, Commanding whose duties include but are not limited to;

  1. Attending to the day-to-day business of the Company,
  2. Contacting the current members of the Company to determine any time-in-grade promotions, awards, etc… that members may have earned,
  3. Coordinate with ODCSPER and ODCSOPS to place soldiers that wish to transfer either with other active Units in their area or start Ground Installations in areas where none exist.

First Sergeant: The Headquarters Company’s First Sergeant shall be appointed by and serve at the leisure of the Marshal of the Royal Manticoran Army and have a rank of First Sergeant. The First Sergeant shall have the following duties, but shall not be limited to;

Assisting the Executive Officer with the day-to-day business of the Headquarters Company.

Reporting The Executive Officer shall compose a monthly report detailing awards, promotions, transfers in and out, etc… and send that report directly to the Marshal of the Royal Manticoran Army no later than the 5th of each month, with a copy of the same report sent to ODCSOPS.

Guidon and Unit Patch Effective with this Directive, Headquarters Company, 1st Battalion, 1st Royal Regiment of Foot is authorized the attached guidon and unit patch (for wear on the left shoulder).
