Admiralty Order 1707-01 was issued July 13th, 2017 by the First Lord of the Admiralty. This order fundamentally alters the promotion and time in grade system for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.. This order rescinds and replaces Admiralty Order 1510-01.

This Policy went into effect on August 1st, 2017.[1]

Re: Revised Promotion and Time in Grade Requirements (Admiralty Order 1707-01)


With the issuance of this Admiralty Order, AO 1510-01 is rescinded. The following sets forth a new system of acquiring Promotion points for promotion eligibility, as well as new testing and time in grade requirements for each rank. We are also implementing a new three track system for members to choose as to how they wish to participate in the TRMN.

Members may choose from three different paths of involvement. The paths available are:

  • Service path: These members have no desire or plan to serve at any level above the chapter. Members who choose the Service path may not serve as members of Chapter Command triads or above, nor may they serve on any staff position outside of/above the chapter level (Division, Squadron, Task Group, Task Force, Fleet, Admiralty House).
  • Staff path: These members have no desire or plan to serve in a leadership role within the organization, but want to serve the members and help the leadership of the organization. Members who choose the Staff path may not serve as members of Chapter Command triads or above, but they may serve on any staff position within the organization, as long as they are not part of the leadership (Division, Squadron, Task Group, Task Force, Fleet, Admiralty House).
  • Line path: These members are unrestricted in the positions they may hold at all levels of the organization unless they are forbidden from those positions for reasons other than training.

A member may change paths at any time, however, they must have completed all required courses for their current rank, as indicated, for the new path they want to take BEFORE they can change paths or hold positons on the new path.

All courses required are indicated by the last four (4) numbers in the BuTrain course number (for example, SIA-RMN-XXXX/Core-xx),. The course may be the equivalent from any academy.

Members will have the ability to authorize their CO (or other promotion authority) to “buy” up to 3 months off the Time in Grade for a promotion at a “cost” of 3 promotion points, but there must still be enough points left in the bank for the minimum number of points required for promotion. This may be done every other promotion beginning with the promotion to E-4.

Promotion Boards and Authorities will need to take the candidates path into consideration, and whether the candidate has authorized a points trade. All other promotion criteria will still be as set forth in previous Admiralty Orders. Points will be measured in addition to the standard criteria, and used only as the eligibility criteria.

Until MEDUSA is able to track these points, Chapter COs will be tasked to track their members points, including all Embarked Flag personnel. For those COs who do not submit points for their crew, points will be automatically assigned by the Bureau of Personnel based on the information found in the member’s database profile. Any member not assigned to a Chapter, will have their points automatically assigned by the Bureau of Personnel. Promotions to E-2 and E-3 will be automatic upon meeting minimum Time in Grade in Previous Rank, and acquiring the Minimum Points required. All Chapters will be audited to ensure compliance.

Award Points Schedule

For Non-Fleet and Non-Admiralty House Conventions, points will be awarded upon submission of an After Action Report to BuPlan, who will be responsible for awarding those points. Volunteer points must be accompanied by a sign-in sheet demonstrating hours worked.

Points may also be earned for awards. Points are awarded per award, including each subsequent award (“clusters”) of the same award, and including all lesser included awards (i.e., Marksmanship, Service, and Orders of Chivalry), unless otherwise noted) as follows (RMN Awards are used below, but the points are the same for equivalent awards from other component branches. The Most Eminent Order of the Golden Lion is the Civilian equivalent to the Most Honorable Order of King Roger I and has the same point structure):
