Admiralty Order 1602-06 was issued March 7th, 2016 by the First Lord of the Admiralty. This order introduces a new structure for the command and organization of Light Attack Craft (LAC) within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc..

Re: Light Attack Craft Command Structure (Admiralty Order 1602-06)


With the publication of this Order, the following will be in effect:

Each Fleet will appoint, as a Fleet Level officer, a Commanding Officer, Light Attack Craft (COLAC) within 60 days of the Fleet getting its first LAC. This person will be responsible to act at the main point of contact for all LAC’s in the Fleet and will report directly to the Fleet Commander. At a minimum, this person will be billeted at the rank of Commander (O-5). Additionally, any CLAC (Carrier, Light Attack Craft) class chapter may appoint a COLAC, and one or more LACs in the fleet may be assigned to that carrier's LAC Wing at the discretion of the Fleet Commander. A carrier's COLAC may serve as the fleet's COLAC. If a Fleet has 5 or more LACs, this person may, with the First Space Lords assent, be billeted at the rank of Captain (j.g.).

With the appointment of a Fleet COLAC, the minimum command composition requirements for individual LACs will change as follows:

There is no change to the minimum Command Grade, Lieutenant (s.g.) for the LAC CO, and Chief Petty Officer for the LAC Bosun, however, no XO is now required for a LAC.

The exception to this is if the Fleet COLAC is serving as CO of a LAC, then that LAC *must* have an Executive Officer at the Lieutenant (s.g.) grade.

Each Fleet will have at least sixty (60) days once their first LAC forms to identify and appoint a Fleet COLAC.

Additionally, the following larger groups of LACs will be authorized if signed off by the Fleet COLAC, the Fleet Commander, and the First Space Lord

LAC Wings

LACs which are assigned to a carrier shall make up a LAC Wing, which shall be numbered based on the carrier's hull number. For example, the LAC Wing assigned to HMS Hydra CLAC-19 shall be designated LAC Wing 19 (AKA 19th LAC Wing).

LAC Groups

LACs which are not assigned to a carrier will form LAC Groups, which will take their number designation from the number of the fleet to which they are assigned. For example, LAC Group 201 (AKA 201st LAC Group) is the first LAC group of Second Fleet.

Flights

COLACs (commanding either a LAC Wing or a LAC Group) will pair LACs under their command into Flights. A LAC Flight shall consist of 2-3 LACs. Any Wing or Group having four LACs will divide into two flights of two LACs each, and any Wing or Group will continue to divide into new flights whenever a single flight grows to four LACs. The system to designate Flights within a Wing/Group will be as follows:

  • Alpha Flight, LAC Wing 19 (first flight in the wing)
  • Bravo Flight, LAC Wing 19 (second flight in the wing)
  • Charlie Flight, LAC Wing 19 (third flight in the wing)
  • Delta Flight, LAC Wing 19 (fourth flight in the wing)

Each LAC Flight shall have a Flight Leader, who will be the senior Commanding Officer in the flight, who in some cases may also be the Wing/Group Commander (COLAC). If they are not the Wing/Group COLAC, they will have a minimum rank of Lt. Commander (O-4).

Each Group or Wing shall have a COLAC with a minimum Command Grade of O-5 Commander.

MAXIMUM UNITS

A LAC Wing or LAC Group may consist of up to 20 LACs.

MINIMUM UNITS

A LAC Group in a fleet which has only a single Group will consist of a minimum of one LAC. A LAC Wing will consist of a minimum of one LAC. For a fleet to form an additional LAC Group, any existing and newly forming LAC Groups in that fleet must consist of a minimum of four LACs each.
