A civilian is a person who is not a member of the military. The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN) includes several civilian branches:
- The Civilian Corps, under the Home Secretary includes the following branches:

- Special Intelligence Service (SIS)
- Royal Manticoran Merchant Marine (RMMM)
- Royal Manticoran Astro Control Service (RMACS)
