PD-BOD-0011

1. Youth is defined as any member under the age of 18 years old.
2. TRMN membership will not be granted to anyone under the age of 18 years old unless a parent/guardian is also amember.
3. All youth can only belong to the same chapter as their parent or legal guardian.
4. All youth members will be automatically placed in the Sphinx Forestry Commission in one of four Cadet Ranger Ranks based on age.
a. Under 12 years old: Provisional Ranger I
b. Age 12 & 13 years old: Provisional Ranger II
c. Age 14 & 15 years old: Provisional Ranger III
d. Age 16 & 17 years old: Senior Provisional Ranger
5. Youth aged 16 or 17 years of age may apply, with consent of their parent/guardian, to BuPers to enter the Midship/Cadet/Kadett/Intern Program.
6. At least two adult TRMN members are required at all TRMN events where youth will be present and at least one parent/guardian must also be present for each youth member.
7. One-on-one contact is prohibited between non-parental/guardian TRMN adults and TRMN youth members.
8. A parent/guardian must accompany a minor at all TRMN events.
9. TRMN, or any member acting in any official capacity, shall never act In Loco Parentis for any minor.
10. Youth privacy shall always be respected. TRMN adults must respect the privacy of TRMN youth members in situations such as changing of uniforms/costumes/clothes and as well as any other personal, medical, and hygiene matters, intruding only to the extent that emergency health and safety require immediate action and the parent/guardian is not immediately available. All TRMN adults must protect their own privacy in similar situations and refrain from changing of uniforms/costumes/clothes as well as any other personal, medical, and hygiene matters in front of TRMN youth members.
11. Permission is required for photos to be posted of TRMN youth. No photograph taken of TRMN members that includes TRMN youth members may be posted on TRMN social media sites or used for promotional purposes without the specific written consent of the youth’s parent/guardian. The Executive Committee shall be tasked with making sure the organization uses a photo release form and the tracking of such information.
12. TRMN adults must monitor and guide the interaction between TRMN youth members. TRMN youth should not be left in the supervision of outside adults, except non-member parents/guardians.
13. Appropriate attire is required for all activities.
14. All youth are bound by the TRMN Code of Conduct. Those youth that do not adhere to the Code of Conduct are subject to the same disciplinary procedures as adults, up to and including removal from the organization.
15. Inappropriate use of cameras, imaging, and digital devices is prohibited. It is inappropriate to use any device capable of recording or transmitting visual images in sleeping spaces, restrooms, or other areas where privacy is expected by any TRMN member, but most especially by a minor.
16. All aspects of the TRMN that our youth members participate in are open to observation by non-member parents/guardians, except as otherwise covered by the Official Secrets Act (e.g, BuTrain courses, etc.).
17. “Discipline” should be redirective, constructive, and reflect the TRMN’s values. Corporal punishment is never permitted. The parents/guardians of youth members who misbehave should be informed and asked for assistance with their youth.
18. The Command Triad of each chapter is responsible for monitoring the behavior of adult and youth members, and interceding when necessary.
19. Any violations of the TRMN’s Youth Protection policies must immediately be reported to the Chief Legal Officer for disciplinary action.
20. Background checks will be required for any role which has contact or supervisory responsibility with and for TRMN youth members other than their own.
a. Contact or supervisory responsibility includes anyone having access to any Personally Identifiable Information (PII) for a youth member.
21. All background checks must be performed by TRMN’s selected vendor(s) and such reports as are available will be maintained by BuPers.
22. The cost of the background check will be paid by the adult TRMN member, but such costs may be counted as a donation to the Order of Queen Elizabeth.
23. This document will supersede/replace the following Orders and Directives: AO1511-06, AO1711-06, AO2112-02, and AO2307-09.

Amendments may, from time to time, be proposed to, or by, the Board of Directors. Any amendments will be considered and voted on as necessary. All amendments that have been passed will be noted below.
