			==Echelons==
			When enough Ships have been commissioned in a given area (as set forth below), the First Space Lord will review the formation for inclusion in a multi ship formation based upon the number and type of ships available in the area. Overall command of those forces will be assigned as outlined for each formation, shown below. NO person will hold more than one Multi Ship Command at any time. A chapter CO may command a chapter and be assigned command of the larger formation.

			NOTE: Where driving distances are used, the ships, Divisions, Squadrons, and Task Echelons MUST lie within the same geographic area for the Numbered Fleet the elements are assigned. No formation will cross Numbered Fleet Areas of Responsibility in order to develop the larger Echelons.

			When 2 to 3 chapters have been commissioned in an area within about 2-3 hours driving time, the Fleet CO and Third Space Lord will activate and assign command in accordance with established policies and procedures.

			Command of each echelon will be at the Fleet CO's discretion.
