This is a point for awards policy rule makers rather than the wiki, but it appears that the requirements for the Swords Cross In Gold have been cloned from the "equivalent level" RMN award, the Order of the Crown for Naval Service. The problem with this is that the various levels of the Sword's Cross are awards for all commissioned and warrant officers in the GSN, and in canon, each higher level is awarded for further issuances of the Sword's Cross (like clusters in the RMN). But the description for the Gold level currently reads "for officers of the rank captain and up," whereas all other lower and higher levels are for all ranks of officers. If a member can wear only one level of the Sword's Cross at any time, then this will not work.
