Re: Sanctions for Failure to file Chapter Reports - REVISED (ND 17JA-08-REVISED)


Due to concerns and raised by members, the previous version of this Naval Directive has been withdrawn and I have attempted to reach a compromise between the valid and valued input of the membership in making this Revised version of the ND. It is my hope that the membership understands that the Orders and Directives issued by the Leadership are not always set in stone and that we, as leaders of the RMN, are always interested in other options and solutions when presented in a rational and reasonable discussion as this matter has been handled during the day.

As of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore, Elizabeth III, due to the fact that many chapters fail to file to file reports during each reporting cycle, or file them more than a few days before the start of each reporting cycle:

I hereby Order that the failure to properly file a required report for any reporting period will result in the following sanctions:

First Failure to Report in a calendar year: The Fleet CO, Chapter XO and Bosun will be privately advised of the fact that the CO failed to report and they will be asked to make sure it does not repeat.

Second Failure to Report in a calendar year: A Public Announcement will be made on the Fleet, TRMN Announcements and Orders, and White Berets FaceBook pages, the Announcement will indicate that the Chapter has failed to report for a second time in the calendar year and is subject to crew wide sanctions for a third Failure to report. Additionally, the Command Triad for that Chapter (CO, XO, and Bosun) will be restricted from receiving any Awards or consideration for Promotion until the chapter has filed two consecutive, timely, reports.

Third Failure to Report in a calendar year: The entire crew of the chapter will be disqualified of for any award consideration for the following reporting cycle (i.e., if you fail to file a report for February, your members will be ineligible to receive awards for the period of February 10 to April 1). The Sanctions on the Command Triad, listed for the Second Failure to Report, will remain in effect.

Fourth Failure to Report in a calendar year: The Chapter will be decommissioned and all members will be reassigned to the holding chapter for their respective service.

As a reminder, reports are due no later than the 10th day of every even numbered month and should not be submitted any earlier than the 1st day of each even numbered month. Please remember this requirement as it is my sincere hope that I never have to invoke any of the above punitive actions.
