Naval Directive 17JA-03 was issued 4 January 2017 under the authority of the First Space Lord. This directive establishes policy that flag officers shall not be part of a chapter's command triad.

As of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, I hereby Order that, effective immediately, no person holding the rank of Commodore (F-1) or above (or its equivalent in other allied navies) shall be permitted to hold command (or be part of the command triad) of any chapter in the RMN or any allied navies.
Those Flag Officers who are holding a chapter command triad position, and not already in a transition period, shall have 45 days from the date of this order to find a trained replacement and complete a Change of Command with BuShips.
Failure to comply with this Directive will result in the Flag Officer holding any chapter level Command Triad post being demoted to the rank of captain, senior grade and permitted to remain in place as part of the chapter Command Triad.
This order made under my hand will be effective 0001 hours 04-JAN-17
