This Naval Directive is to clarify the Enlisted Chain of Command, appointment and brevets of Ship’s Bosuns, FSMCPOs/CSMCPOs and the SMCPON for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.  This Naval Directive clarifies the roles of the formal bosun positions as well as informal enlisted positions and augments the information in the Membership Handbook, and in the case of disagreement, this Naval Directive takes precedence.

#Each Ship shall as part of its Command Triad appoint an enlisted member to the Role of Ship’s Bosun.  This member shall have completed exam requirements and be eligible for the rank of E-7.  If the candidate holds a rank between E-7 and E-10 they shall retain their current permanent rank.  Brevets may be approved to E-7 under extreme circumstances and even then any brevets above E-7 will not be approved for the Ship’s Bosun Position.  The appointing authority is the Third Space Lord as part of a Change of Command or initial commissioning.

#Echelons between Ship and Fleet (such as Squadrons, Task Groups and Divisions), and internal organizations in Bureaus (such as different Academies in BuTrain) shall not have Bosuns appointed.  Instead these units MAY appoint a Non Commissioned Officer In Charge that would assist and report to the Fleet/Bureau Bosun as assistants to that position in the duties outlined in the appropriate job description, and would be considered a member of the Fleet/Bureau Bosun’s staff as well as the Unit Commanders Staff.  The NCOIC of the Echelon would also be able to support the Unit Commander who may assign other duties as needed and appropriate to the individual echelon.  This is not a formal Bosun position and remains outside the enlisted Chain of Command, and Ship Bosuns will remain required to contact their Fleet SMCPO directly with matters pertinent to the enlisted chain of command.  These informal positions do not come with a brevet and requirements are up to the appointing Unit Commander with consultation of the appropriate Fleet/Bureau Bosun.

Naval Directive 16NO-01 was issued 01 November 2016 under the authority of the First Space Lord. This directive clarifies the Chain of Command for all Bosuns and NCOICs within TRMN.
