BuShips Directive 1903-13 was issued on 30 March 2019 under the authority of the Third Space Lord. This directive outlines changes in the Command Review process.

Re: Buships Directive 1903-13: Streamlined Command Review Process, Local Level Participation.


Beginning 1 April 2019, requirements for determining Command Fitness necessitating two (2) endorsements to be supplied on behalf of any member wishing to take on the duty of a Command Triad position (CO, XO, or Ship’s Bosun) as laid out in Bureau of Ships Directive 1806-01 (Adjustment of Criteria for Command Fitness) are rescinded.

Moving forward, any member wishing to take on the duty of a ship’s Commanding Officer must have at least one (1) written endorsement/letter of recommendation from a member within their prospective chain of command. The list of eligible endorsing officers shall be limited to the following:

  • Sitting Member of the Royal Council
  • Space Lords and Deputy Space Lords
  • Commanding Officer of the affected Numbered Fleet
  • Deputy Commanding Officer of the affected Numbered Fleet
  • Chief of Staff of the affected Numbered Fleet
  • Affected Task Force Commanding Officer
  • Affected Task Group Commanding Officer
  • Affected Squadron Commanding Officer
  • Affected Division Commanding Officer
  • Chapter Commanding Officers in Proximity to the Affected or Prospective Chapter

IN LIEU OF AN ENDORSEMENT/LETTER OF RECOMMENDATION, the prospective CO may receive counseling from a member of the affected Task Group, Task Force, or Fleet command staff on the duties and requirements of a ship’s commanding officer. After said counseling, the Division, Squadron, Task Group, Task Force, OR Fleet Command Staff Member (Fleet Commander, Deputy Fleet Commander, Fleet Chief of Staff) will submit a Statement of Counseling to BuShips, attesting that he/she feels the prospective CO understands the duties involved with the position of ship’s Commanding Officer and feels that the prospective CO is up to the task.

Endorsements/Letters of Recommendation and/or Statements of Counseling must be addressed to the Office of the Third Space Lord (buships@trmn.org). Example Endorsements/Letters of Recommendation and Statements of Counseling will be available upon request to act as a guide.

The intention of this new process is to involve the Fleets and Echelons in their own growth by including them in the conversation with respect to approvals. This was the original process in the early stages of our organization's development, and we feel that a formal approach to this notion will help us understand how best to serve the Fleets and Echelons by encouraging engagement at those levels.

Clarifications

All incoming COs will need to provide their letter to the Command Review Board. If a member was a CO, stepped back, and then desires to be a CO again, the letter will be necessary.

Existing COs who are transferring commands do not require the letter.
