BuShips Directive 1211-03 was issued 11 November 2012 under the authority of the Third Space Lord. It commissions HMLAC Highlander.

My fellow Manticorans,
Effective as of 0001 Hours (EST) on November 11, 2012, it is my pleasure to announce the commissioning of the HM LAC Highlander. This is a Ferret Class Light Attack Craft and is assigned to the Second Fleet. Please welcome our FIRST International chapter!
As of the date of Commissioning, the following personnel are assigned to the HM LAC Highlander and breveted in rank as follows:
- Lieutenant, s.g. Gordon Klein-Lebbink (assigned as CO)
- Lieutenant, j.g. Thomas Harkless (assigned as XO)
- Chief Petty Officer Karen Weaver (assigned as Bosun)
