BuPlan Directive 2004-01 was issued on 1 April 2020 under the authority of the Second Space Lord. This directive appoints a new Deputy Second Space Lord for the Bureau of Planning.

Effective April 1, 2020, it is my pleasure to announce that Captain JG Andrew Harper, CGM is hereby promoted to the position of Deputy Second Space Lord with all the rights and responsibilities associated with that role. You are therefore to carefully and diligently discharge your duty as such in the Rank of Commodore.
Commodore Harper, please move your items to the Deputy’s Office post haste. Congratulations, good luck & may the Tester have mercy on you.
