Admiralty Order 2103-01 was issued 28 Mar 2021 by the First Lord of the Admiralty. This order clarifies BuTrain Academy CO Reporting and Liaisons.

Re: Transfer of Bureau of Training (BuTrain) Academy Commanding Officers (CO) Direct Report and Creation of BuTrain Liaisons (Admiralty Order 2103-01)

Academy Commanding Officer Direct Report BuTrain is the educational arm of The Royal Manticoran Navy; The Official Honor Harrington Fan Association (TRMN). However, BuTrain’s Academy Commanding Officers (excluding Saganami Island Academy) currently report directly to their branch’s senior advisor and not the Sixth Space Lord, and act as their branch’s liaison to BuTrain, all while being responsible for running their Academy according to all BuTrain policies and procedures. If this sounds confusing, it is, not only to the Academy CO but to the senior service advisor, and BuTrain faculty and staff. Some Academy COs were not even aware they did not report to the Sixth Space Lord. Additionally, all faculty and staff in each of those Academies do work for BuTrain. While at times this odd reporting structure may work, generally it has been problematic and has affected both our student’s ability to test and our ability to run BuTrain.

The reason these COs were set up to report to their service was to ensure their Academy reflected their service’s educational desires and provide direct input into BuTrain in the organization of their courses. While this is an important duty, it is not the primary role the Academy CO is called upon to carry out on a daily basis. At least 95 percent of an Academy CO’s responsibilities relate to the day-to-day running of their Academy and ensuring their faculty and staff are following all BuTrain policies and procedures. Providing input based on their service’s desires is a very small part of an Academy CO’s duty.

As such and given BuTrain’s mandate to be the only educational institution within TRMN, and in accordance with PD-FLA-002 v1, No. 5, all Academy CO’s will, effective the date of this order, report directly to the Sixth Space Lord as full staff members. If a current Academy CO does not wish to remain in their position due to this change, the Sixth Space Lord will work with them to find their replacement and accept their resignation.

BuTrain Liaisons To ensure the Office of the Sixth Space Lord is able to receive input on each service Academy’s organization and course development and creation, the Sixth Space Lord may designate an individual to act as a liaison with each service head. In addition, each service head may designate an individual to act as their liaison with the Office of the Sixth Space Lord. At no point will a designated liaison be considered to be working for the other side.
