Re: Establishing the Manticoran College of Arms (Admiralty Order 1807-04)


As voted and approved by the House of Lords, the following shall go into immediate effect.

I. Introduction
The purpose of this legislation is to formalize the civilian procedure for the approval of Heraldry, Arms, Crests, Unit Logos, and all similar and related items within The Royal Manticoran Navy and all its constituent parts.

Currently all of the above graphics go through an approval by the Bureau of Communications as well as approval by the Earl of Westmarch as a poorly defined ‘heraldic officer.’ It is the belief of the drafters of this Act that it is not best practice to have Lord Westmarch exist in the limbo of a poorly defined position, nor is it fitting the dignity of a Star Kingdom and an organization with a rich literary and graphical history.

II. Preamble and Enabling Language
There shall exist within The Royal Manticoran Navy, Inc. an organization referred to as the College of Arms. The College of Arms shall consist of the Earl Marshal, a Deputy Earl Marshal, as well as the Manticore Sovereign of Arms, the Gryphon Sovereign of Arms, and the Sphinx Sovereign of Arms; as well as such modest staff as they shall deem fit to accomplish their responsibilities. Only the position of Earl Marshal shall be required to be filled at any time; the other positions may be appointed as needed.

III. Jurisdiction and Duties
The College of Arms shall have the responsibility, shared with the Bureau of Communications, for the approval of all heraldic items within TRMN. This includes but is not limited to: Ship’s crests, Arms and armorial display for Peers and members of the Order of the Star Kingdom, unit logos, any other graphical designators to which Lord Westmarch’s approval has customarily been sought at the time of the passage of this Act, and any future graphical designators for individuals or units that are similar in kind and may be created after this Act’s passage unless otherwise designated at the time of their creation.

The College of Arms shall also make themselves reasonably available and provide resources, education, and guidance to those seeking to design the above. Notwithstanding that a prospective unit or individual looking to design graphics or heraldry will not be required to use artists or input from either the College of Arms or BuComm, save that they must conform to the approval of those bodies.

The College of Arms shall not be limited to approving only graphics and heraldry from the Manticoran divisions within TRMN, but shall have jurisdiction over every subordinate organization of the organization.

IV. Appointment
Appointment to the titular dignity and responsibilities of the Earl Marshal shall be made by the First Lord of the Admiralty, with the consent and approval of the House of Lords; except for the initial Earl Marshal, which shall be subject to Appointments shall be made of those who have knowledge of heraldry and the approval process. The Earl Marshal serves at the pleasure of the Admiralty and the House of Lords, who may with a 2/3 vote express to the Admiralty their lack of confidence in their continued service.

Appointment as Earl Marshal makes one ex officio an officer of the House of Lords even if they are not themselves a Peer; if a non-Peer is appointed to the position they shall be referred to by title as the Earl Marshal, and in address as Lord or Lady <Surname> for the duration of their tenure.

The Deputy Earl Marshal, as well as the Manticore, Gryphon, and Sphinx Sovereigns of Arms are made at the pleasure of the Earl Marshal and they serve at the pleasure of the same.

V. Hattedness
Due to the irregular nature of the work involved and the inconsistent time commitment required, no position within the College of Arms shall count for the purposes of ‘hattedness’ as defined by Admiralty Orders. This is subject to periodic review and revision in future legislation.

VI. Arms and Motto
As befits the chief Heraldic authority, the first act of the College of Arms shall be to design its own Arms and Motto (subject to the approval of BuComm).

VII. Address
Owing to linguistics and aesthetics, whether the holder is male or female they are the Earl Marshal. However a male Sovereign of Arms is a King of Arms (i.e. Manticore King of Arms), and a female Sovereign of Arms is a Queen of Arms (i.e. Sphinx Queen of Arms).

Rear Admiral of the Red, Sir Matthew Parker KSK, SC, OG, ME, CGM, CBM, Baron Camera Stellata for Gryphon King of Arms.

This Order is effective as of 0000hours on 18-JULY-2018.
