Admiralty Order 1803-01 was issued 29 March 2018 by the First Lord of the Admiralty. This order updates policy on Civilian Members as Part of Chapter Crews.

Re: Civilian Members as Part of Chapter Crews (Admiralty Order 1803-01)


With the opening of the Civilian branches for service in the Royal Manticoran Navy, it seems reasonable to allow certain civilian members to be able to join and count in crew size numbers for naval ships. Therefore, effective as of the date of this order, the following civilian members may be counted towards minimum crew size for all RMN hull types:

1. A maximum of two Intelligence division civilians may be counted as part of the crew for size definition purposes; and,

2. A maximum of two Diplomatic division civilians may be counted as part of the crew for size definition purposes: and,

3. In addition, for RMA units only, a maximum of two Astro Control Service civilians may be assigned to the unit and counted for size definition purposes.


Under no circumstances may the above allowable civilian members constitute more than 40% of a military chapter’s crew and no civilian may hold a position within a military based chapter’s command triad (does not apply to uniformed civilian chapters). This does not limit the number of civilians who may be choose to be part of a chapter, it only limits the number of civilians of the given types which can be counted for purposes of determining the hull size of the ship the chapter is based upon.

Any other civilians, civilians in excess of two per division as listed above, or if they make up more than 40% of a chapter’s crew will not be permitted to count for purposes of determining the maximum size for the chapter.
