Admiralty Order 1711-06 was issued 30 November 2017 by the First Lord of the Admiralty. This order gives policy on adult interactions with the youth members and relevant background checks.

As of January 1, 2018, the following is effective:

A Youth Member is defined as any member under the age of 16.

As stated in AO 1711-05, no member under the age of 16 may join TRMN without their Legal Guardian joining at the same time, or already being a member.

Adult Interactions with Youth Members (SFC Members refer to AO 1711-05):

Under NO circumstances shall any Adult member interact with any Youth member without at least one other Adult member present. At least one of the Adult members present *must* have the background check, excepting the SFC members who should all have it, and anyone defined in this document. This shall not apply to parents, assuming they are the legal guardians, who have more than one child.

This AO also applies to any convention either run by TRMN, or where TRMN agrees to run anything other than a recruiting table.

Chapter Example:

If your Chapter does a gaming night, and one of your Youth Members attends, then as long as the Legal Guardian is also in attendance, and there are least two adults present, there is no need for a background check. However, if the legal guardian is not present, or, for some reason must leave for a longer period of time such as 20 minutes or more, then one adult in the room must have gone through the background check procedure

Convention Example:

Your Chapter runs a ConSuite at a Convention. Because these rooms are generally open to the public, and you cannot guarantee all the ages of the con attendees, at least one Adult in the room should have a background check completed.

Chapter Command Triads and above:

Any role within Chapter Command Triads or above which have direct interaction with Youth members, including those roles in a supervisory capacity, must have a background check performed by TRMNs selected vendor (to be defined in a policy document to enable a change in the future if necessary without the creation of a new Admiralty Order), or provide a copy of a valid recent background check, recent being defined as within the last three years. Supervisory roles with regards to Chapter Command Triads and above defined as follows:

-Any role which has direct contact or supervisory responsibility with and for kids other than their own, when the legal guardian of the Youth member is not present.

The Bureaus of Personnel and Communications:

As both of these Bureaus have access to membership data, any personnel with these Bureaus which has access to membership data in Medusa will be required to have a background check performed by TRMNs selected vendor (to be defined in a policy document to enable a change in the future if necessary without the creation of a new Admiralty Order), or provide a copy of a valid recent background check, recent being defined as within the last three years.

The Bureau of Training:

The Bureau of Training, which deals strictly with the academic side of the TRMN, works with the Sphinx Forestry Service to administer exams to the younger members of TRMN. Outside of the SFS, which is described in AO 1711-05, the instructors, their supervisors, and those who are creating the tests at the other institute at the Bureau of Training do not work in direct contact with children, but rather work through email correspondence with the children’s parents. One breech of this policy will receive a written warning. A second breech will result in termination from the Bureau of Training.

Remaining Space Lords and their Deputies:

While not required, it is strongly recommended that the remaining Space Lords and their Deputies also have a background check completed by TRMN’s selected vendor.

Royal Council:

All members of the Royal Council, and where applicable, their Deputies, will have background check preformed.

Background Checks:

Background checks will be reviewed by the Sphinx Forestry Commission Personnel Officer, once one is appointed, and the Commissioner of the Sphinx Forestry Commission until then. For International Members, the local Sphinx Forestry Commission for the geographical area (Station Chief Ranger or higher in rank) will be responsible for receiving and reviewing the background check. In all cases where there are questions, a panel, consisting of the Commissioner of the Sphinx Forestry Commission, the Judge Advocate General, and the First Lord of the Admiralty, will review the result. An example of this would be shoplifting 25 years ago, which would likely not be a bar to an SFC role, as compared to an Assault 10 years ago, which would likely be a bar to an SFC role.

Background checks, as previously mentioned, are valid for 3 years.

The cost of the background check will be on the member, but it will also count as a donation to the Order of Queen Elizabeth.
