Admiralty Order 1511-02 was issued November 9, 2015 by the First Lord of the Admiralty. It updates the Command Composition policy previously announced within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.. This order supersedes Admiralty Order 1102-13.

Re: Command Composition - Updated (Admiralty Order 1511-02)


This Admiralty Order officially replaces 1102-13.

This is a list, by Type, of the composition of the various Commands in the RMN; this information is expressed as the minimum number of crew and officers for each ship type as well as the maximum size for each ship type based upon Honorverse Canon for that type.

Please note, as a chapter grows above the minimums for each type of ship, they may commission additional officers so long as the proper ratio of officer to enlisted is maintained for that ship. The RMN hereby establishes the officer to enlisted ratio as 1 officer for every 4 enlisted members (20 % officers).

It is known that virtually all ships will have a higher ratio at Commissioning than the 20% maximum, this is allowable as minimum requirements for the type must be met. However, as a chapter grows larger, it must adhere to the 20% ratio for all growth above minimum numbers. For example, a Light Cruiser Commissions with minimum numbers (3 officers and 5 crew) and has an amazingly successful recruitment event at a local convention; they can then commission additional officers as long as they stay within the ratio (if they grow to 20 crew members, they could commission an additional officer).

Marines and Flag Officers who are embarked on local chapters do not count as officers for purposes of the ratio (or minimum officer requirements), but will count as members of the crew for minimum chapter size.

Civilians and RMA personnel may be attached to a local RMN, GSN, IAN, RHN or other Allied naval ship, but do not count for purposes of minimum crew size, minimum officers or for the officer ratio calculations. All RMA and Civilian personnel are consider to be supernumerary crew for all purposes and do not count for official chapter size calculations.

A Pinnace, once formed, has 12 months to increase its membership to the size of a LAC. If they have not accomplished this in 12 months, an automatic 6 month extension will be granted. After this, they may apply for ONE more 6 month extension on an as needed basis (this extension must be approved by your Fleet Command AND by BuShips). We fully understand that geography will play a part in the ability to get crews, so we accept that in some cases, a full 24 months may be needed.

Clarifying Information

From comments made by the First Lord of the Admiralty in reply to his posting in TRMN Announcements & Orders:

  1. How are Midshipmen counted[1]? They are counted as enlisted[2].
  2. Extra officers may be commissioned as needed, but chapters are not required to[3]? Correct[4].
