Admiralty Order 1308-04 was issued August 17, 2013 by the First Lord of the Admiralty. It updates the regulations regarding entering the officer exam track.

Re: Requirements for Officer Exams (Admiralty Order 1308-04)

With the growth of The Royal Manticoran Navy, and with the increased qualifications of management and leadership needed to act and an Officer within the Chapter or larger organization, as of the date of publication of this order (17-AUG-13), the requirement to request the Officers Exam is being increased to the Fourth Enlisted Exam completed and at least the rank of E-4 be reached.

For ship commissioning the E-4 being reached may be overlooked, but the academic requirements will still remain.
