As of the date of this order by my hand, and the authority vested in me, by the Crown of Manticore and the Sword of Grayson. For having satisfied Time in Grade, coursework requirements and passing the scrutiny of a promotion board I hereby promote the following:
Lieutenant Senior Grade Sir Phillip Culmer, KDE, MC, KR, QBM, RMN is hereby promoted to Lieutenant Commander.
