Admiralty Order 1412-01 was issued December 4, 2014 by the First Lord of the Admiralty. It defines the policies for COs to delegate command authority to their XOs for a leave of absence.

Re: Proxy’s for Leave of Absence – Chapter/Fleet CO’s (Admiralty Order 1412-01)

Due to the nature of our lives, sometimes people will need to temporarily step away from their positions in TRMN and let their real lives come first. This could be because the person in question is being deployed with the Armed Forces, going in for surgery, going to be sitting on a sequestered jury, have final exams, or are on vacation. There are other reasons as well, but those will be up to the next level in the Chain of Command if they accept before a proxy can be appointed.

In such situations, Chapter Commanding Officers can designate their Executive Officers or Fleet Commanders as proxies when they are indisposed, such as deployed, but that such proxy notices must be sent to BuPers and your superior in the Chain of Command for each instance of appointment. (ie. If you get called up by the National Guard Every month, than each month you will need to write a new one.)

If a Fleet Commanding Officer needs to take a leave, they may designate their Executive Officer if the Fleet has one, or a Chapter Commanding Officer of their choice if the Fleet does not.

The proxy letter to BuPers must, at a minimum contain the following verbiage:

I, __(Insert Name)__, being the duly appointed Commanding Officer of __(Ship Name/Fleet Number)__, do hereby appoint __(Insert name of Proxy)__ as my Proxy for Promotions and Awards, for a period of ___days, beginning on _DD-MMM-YYYY_. This person shall have

Proxies will be afforded the same rights for the duration of the Proxy Period as the Commanding Officer with respect to promotions and awards.
